Area 4

Area 4 > Training Calendar

(Includes Baker, Clay, Duval, Nassau and St. Johns)

Pre-registration is required for all training. Registration must be completed on-line and will not be accepted over the phone or by fax. (Supported Employment training registration is the exception and can be completed by email)   Providers outside of Area 4 cannot register for training classes in Area 4.

Please register well ahead of time, as classes fill up well in advance.  Providers new to APD Area 4 must bring the mandatory training requirements letter mailed to them by Roberta Phifer/APD the day they come to training, before being admitted to training.

Closed Training: If a training class is marked closed, this indicates that there is no space available for the training, therefore registration is closed.  If you are not registered for the class, you will not be admitted to the class or receive your certificate, even if you show up to the training on the date and time scheduled.

Training policies

Handouts: Handouts will not be given out in class. Copies of the handouts to be used in class will be sent to the email address given at the time of registration.  Providers are expected to bring the handouts with them when they come to class.  For those who do not have email, a small number of binders that include all of the handouts used in training will be available for providers to look at during training.  The binders are for classroom use only and must stay at the area office.  Please do not write in the binders. 

Cancellation and Lateness Policy: Providers who register for training and are unable to attend must notify the Area 4 office, no later than 24 hours prior to the scheduled training by phone or email. If the class starts on Monday, providers must notify the Area 4 office by 3:30 pm the Friday prior to the scheduled training, if they are not able to attend.
Providers who register for training and do not attend or notify the Area 4 office of their cancellation within the timelines stated above will be subject to the following:

  • Must wait to register for the next group of trainings until the week prior to the next scheduled training
  • The week before the next scheduled training, they must call the Area 4 office to see if there is space available to register.
  • If the class is full they will need to wait to register for the next open class
  • Agencies must give the Area 4 office the actual names of the staff who are attending the training.  The Area 4 office will not hold slots for agencies, as previously done, unless the agency gives the actual staff name that will be attending the training.  If one of the agency staff does not attend the training and does not abide by the cancelation timelines stated above, that staff must wait to register until the week before the next scheduled training.
  • If you are more than 20 minutes late, you will not be admitted to the training.

Training requirements: All training must be completed before providing services to individuals.  New providers will not receive their Medicaid Waiver Services agreement until they have completed all of the mandatory trainings.  Training requirements are dependent upon the service provided.  Please check the current Developmental Disabilities Waiver Services Coverage and Limitations Handbook for specific requirements. The quarterly training calendar will not meet all requirements listed in your Medicaid Waiver Services Agreement.  You must pursue your own educational opportunities as well.

The Following Courses Are Mandatory For All Providers Per The Core Assurances

  • New Provider Orientation
    Trainers: APD Area 4 staff

    This training is mandatory and must be completed before providing services.  The following topics will be discussed in this training: developmental disabilities (overview), core assurances, the Medicaid Waiver Services Agreement and its attachments, the Developmental Disabilities Waiver Services Coverage and Limitations Handbook and its appendices, development and implementation of the required documentation for each waiver service, service authorizations, who's who at Area 4, medication policy #65G-7, reporting unusual incidents, behavior strategies, people first language/ social capital, selection of providers/relationship with person and others, explanation of required training, good business practices, billing grid, quality assurance and Delmarva.

    Although this training is an overview to topics discussed in other classes, all other mandatory classes must be taken.


  • Personal Outcomes Overview
    Trainers: Cathy Guiry and Tina Oliver

    This training is mandatory and must be completed before providing services. The purpose of this training is to inform people about Personal Outcome Measures, the importance of the provider's role and how to integrate outcomes into services and supports.


  • Zero Tolerance
    Trainers: Lakeshia Burke-Jones and Kerrie Wimberly Pledger

     This training is mandatory and must be completed before providing services.  The training can be taken online at Tallahassee Community College or at the APD Area 4 office.  Providers  who take Zero Tolerance online should print out their transcript as proof of training.

    This course will provide training on recognizing the signs and symptoms of sexual abuse, assault, neglect and exploitation of persons with developmental disabilities and the zero  tolerance mandates.  The training also covers reporting procedures.

  • Core Competency Trainers: Janie Cromwell and Kerrie Wimberly Pledger This training is mandatory and must be completed before providing services.  Both the Introduction to Developmental Disabilities and the Health and Safety portion of the training must be taken to receive credit for Core Competency.  The training can be taken online at Tallahassee Community College or at the APD Area 4 office.  Providers who take Core Competency online should print out their transcript as proof of training.

    The training consists of two modules:
    1. Introduction to Developmental Disabilities:
      This training is designed to introduce the participant to the philosophies, terminologies and concepts that will allow them to provide support to people with developmental disabilities.
    2. Health and Safety
      This training is designed to equip the participant with the basic knowledge and skills to provide/apply health and safety standards to people with developmental disabilities and to be able to share this knowledge with the people they serve.

All of the following trainings are mandated by the Core Assurances and the Developmental Disabilities Waiver Services Coverage and Limitations Handbook:

The following required service specific trainings are provided by the Area 4 office:

  • Implementation Plans
    Trainers:Kerrie Wimberly Pledger and Nicole Francis

    This training is mandatory for providers of the following services: Adult day Training, Residential Habilitation, Supported Living, and Supported Employment.  Providers of the services indicated above must complete this training before providing services.  This training will provide information on the basic format and requirements for completing an implementation plan.
  • Personal Outcome Measures Five Day Training
    Trainers: Cathy Guiry and Tina Oliver

    This five-day training is mandatory for Support Coordinators. All five days must be completed before providing services. Providers are welcome to attend.

    The Council on Quality and Leadership has developed this training for Support Coordinators in the state of Florida.  The purpose of this training is to introduce you to the process of interviewing people using the Personal Outcome Measures instrument and then applying the results in planning for individuals you provide services to.

     ***It is mandatory that you attend all five days.
  • Supported Employment
    Trainers:Nancy Hanisch and Terry Mothershed-Neuman

    Requirements for becoming a supported employment coach:

    • Independent vendors and employees of agencies who render services must have a bachelor's degree from an accredited college or university with a major in business, nursing, education, or social, behavioral or rehabilitative science or year for year equivalent experience. 
    • Agency and solo providers attend 18 hours of pre-service training prior to assuming job responsibilities.
    • Agency and Solo providers attend at least eight (8) hours of annual in-service training related to supported employment. 


    This four-day training is mandatory for supported employment coaches.   All four days must be completed  prior to providing services.  The training meets the 18 hours pre-service training requirements for supported employment providers.  The training will cover the history of supported employment, values, role of the coach, career planning, marketing, job development and ongoing supports.
  • Supported Living
    Trainers: Nicole Francis and Lakeshia Burke-Jones

     Requirements for becoming a Supported living Coach:
    • Bachelor's Degree in nursing, education, social, behavioral or rehabilitative science

    • OR

    • An Associates Degree in nursing, education, social, behavioral or rehabilitative science
      AND Work Experience: 2 years in related field (developmental disabilities)

    • OR

    •  Non-degree applicants: must have 4 years experience in related fields (nursing, education, social, behavioral or rehabilitative science) or developmental disabilities


    This three-day training is mandatory for supported living coaches and must be taken after the provider has completed all other Area 4 mandatory trainings and has received their training certificate.  All three days must be completed prior to providing services.  This training meets the 18 hours of pre service training requirements for all supported living providers.  The training will introduce the Developmental Disabilities Waiver Services Coverage and Limitations Handbook and the Supported living Guidebook.  The training will also cover the history of supported living, eligibility, choice, role of the coach, health and safety strategies, quality of life and services.

The Area 4 office has the following policies regarding agency providers training to their own staff:

Zero Tolerance

  • Can be taken at the Area 4 office or on-line at Tallahassee Community College  only
  • Agencies can train their own staff if they have completed the train the Zero Tolerance trainer provided by the central office

Core Competency

  • Taken online at Tallahassee Community College  or at the Area 4 office only
  • Agencies can train their own staff if they have completed the Core Competency train the trainer provided by the central office
  • Training via CD will not be accepted after June 30, 2009

New Provider Orientation/Core Assurances

  • Taken at the Area 4 office only, can not be taken in any other area office
  • Agencies can provide training to their staff if the person designated by the agency to train the class completes the new provider training at the area office

Personal Outcome Measures

  • Taken at the Area 4 office
  • Agencies can provide training to their staff if the person designated by the agency to train the class completes the five-day Personal Outcome Measures class, provided by the Area 4 office

Implementation Plans

  • Taken at the Area 4 office only , can not be taken in any other area office
  • Agencies can provide training to their staff if the person designated by the agency to train the class completes the Implementation plan training

Supported Living Coaching

  • Taken at the Area 4 office only, can not be taken in any other area office
  • To become approved for training their Supported Living Coaches, agencies must attend a 3-day class offered by the APD master trainers from the central office (annual class).

Supported Employment

  • Must be taken at the Area 4 office
  • Agencies cannot train their own staff.

Medication Administration

  • Must be taken from a nurse, whose curriculum has been approved by Area 4 (see list on page 4). Validation can come from any nurse licensed in the state of Florida.  Validation must be completed every year.
  • The agency nurse can train their staff if nurses med course has been approved by Area 4
  • Medication administration training is required for all providers who assist with or administer medication
  • Providers who do not administer or assist with medication must have a policy within their agency or solo business that states that they do not administer medication and make staff aware of this policy.
