Area Administrators were asked to rank WSC using their own subjective ranking system or methodology. Although no methodology was provided to the Area Administrators, Area’s used a group process to determine the rank by involving key staff that where familiar with the WSC. After the rankings process concluded, each Area Administrator was contacted to discuss the process and factors considered in the ranking process. There was strong similarity in the factors employed to rank WSC. These factors included:
