APD > Adult Day Training Licensure


Individuals served by ADTs participate in meaningful day activities that provide training and assistance with acquisition, retention, or improvement in self-help, socialization, and adaptive skills. ADT programs provide recreational and other activities that improve social development and increase skills in daily and community living, making ADTs a vital service for our consumers. In an effort to improve the integrity of these programs APD will begin to require these programs be licensed; ultimately providing oversight to ensure minimal statutory standards are met. During the 2023 Legislative Session, Chapter 393.067, Florida Statutes was updated to allow the Agency for Persons with Disabilities (APD) to license ADT programs.  kThis legislation must be implemented by October 1, 2024.

Licensure instructions:

Step 2: Submit application & evidence of the licensee’s financial ability to operate the facility for up to 60 days without dependence upon payment from the state or other third-party fees from facility residents or participants. Such evidence shall include bank account statements, pay stubs, documentation of a line of credit, or any other documents which would demonstrate the expected ability of the licensee to continue operations for that time period and under those conditions, to  ADT.applications@apdcares.org
Step 4: Provide any additional information or corrections requested by the agency within 30 days after receipt of the request for additional information.
Step 5: Work with your regional ADT licensure specialist to schedule a facility inspection as soon as possible. Note, the agency must complete facility inspection to ensure that the facility or program meets the physical and safety standards, prior to the issuance of a license.

Helpful Documents for Application Process:

ADTs will now be required to develop and train their staff on a sexual activity policy as well as a Comprehensive Emergency Management Plan. In an effort to assist ADTs with these new requirements, the Agency has created templates for the ADTs use. The ADTs may choose to develop their own policy and/or plan related to these requirements; however please be aware that the policy must include the required components of each requirement, as outlined in Rule 65G-2.0074.

What to expect after initial licensure:

Pursuant to 65G-2.003, a standard ADT license is valid for thirty-six (36) months, or 3 years. Renewal applications must be submitted within 60 days of the license expiration date.

Quarterly Monitoring Visits:

  • All Agency-licensed ADTs shall be monitored once every quarter by APD employees to ensure compliance with established licensure standards.
  • No licensee or employee may refuse to allow any Field Office employees or State of Florida approved personnel to enter and/or inspect any facility building at any time, as well as to view any records pertaining to the facility's operation or client care service.
  • Any facility that the Agency has cause to suspect may not be fully complying with the requirements of s. 393.067, F.S., as implemented by 65G-2 F.A.C., may have its financial records audited; however, the scope of the financial audit of such a facility shall be restricted to the records of Agency-funded customers.
  • Monitoring staff are required to notify the Florida Abuse Hotline immediately if they observe or have reason to believe that abuse or neglect of any participant of the facility has occurred or is in process.
  • Monitoring staff are required to carry a camera during quarterly monitoring visits and may photograph areas of concern, but should not photograph any participants at the ADT.
