Adult Day Training and Employment Redesign
The Agency for Persons with Disabilities (APD) is working to bring iBudget Waiver funded Adult Day Training (ADT) and Supported Employment services into compliance with the federal Home and Community-Based (HCBS) Settings Rule (CMS Final Rule). Florida has until March 2023 to come into compliance with the regulations.

Florida Medicaid Working People with Disabilities legislation
The 2019 “Working People with Disabilities” legislation directed the Agency for Health Care Administration to request an increase to the monthly income limit for individuals with earned income through paid employment. This allows individuals enrolled in certain home and community-based services waivers (including the Developmental Disabilities Individual Budgeting (iBudget) Waiver) to have increased income and asset limits without losing their SSI benefits. The Department of Children and Families (DCF) implemented the changes on July 1, 2020. Adult Day Training (ADT) Initiatives
The Florida Agency for Persons with Disabilities (APD), in collaboration with a Centers for Medicare and Medicaid Services-contracted technical assistance provider, New Editions, is working to increase opportunities for individuals with intellectual/developmental disabilities to access competitive community employment. To achieve this objective, APD is soliciting input from stakeholders, including self-advocates, family members, guardians, providers, APD, and other state agencies via a series of Stakeholder meetings. The purpose of these meetings is to assist APD in improving Adult Day Training (ADT) and employment-related services, funded by the Medicaid Developmental Disabilities Individual Budgeting (iBudget) Home and Community-Based Services Waiver and to support more individuals who want to work and participate in their community. The meetings are held via GoToWebinar, and members of the public are welcome to listen in. Below is information related to each meeting held so far and future meetings.
