Medicaid Waiver Services

Home and Community-Based Services (HCBS) waivers are Medicaid options that allow individuals to receive services in their homes or the community as an alternative to institutional care. The Agency for Persons with Disabilities (APD) operates HCBS programs so that individuals who meet the level of care for services in an Intermediate Care Facilities for Individuals with Intellectual and Developmental Disabilities can receive services while residing in their own home, family home, or community group home.

iBudget Florida

iBudget Florida is APD’s HCBS waiver. It offers individuals with developmental disabilities a flexible way to access medically necessary services to support their health and safety.

Consumer-Directed Care Plus

Consumer-Directed Care Plus (CDC+) is a self-directed alternative within the iBudget waiver that allows individuals to manage their own services and supports. Participants have more control over their care, including the ability to hire their own service providers.

Developmental Disabilities Managed Care Program

Launched in 2023, the Developmental Disabilities Managed Care (DDMC) Program is a pilot initiative for individuals with intellectual and developmental disabilities. It offers personalized services through Florida Community Care in select counties and allows voluntary participation.
