Can we assign a specific staff member to writing service logs on APD iConnect, even though they didn't provide the service?

Providers may choose to have staff who transcribe documentation from a document that the actual direct service provider submits. No one should be writing service logs if they did not provide the actual service or have backup documentation from which they are transcribing. If providers are going to transcribe, the backup documentation needs to be available in the consumer's record.
